Xu Ting and China's judicial justice

Two thousand years ago, China’s legalist philosopher Han Fei said, little thieves are hanged, but great one's escape(“窃钩者诛,窃国者侯”).
Recent cases in China can illustrate his words. Xu Ting, an ATM theft was sentenced to life imprisonment in Guangzhou, while some corrupted officials involved with Shanghai social security scandal received less harsh sentences.
Xu found the ATM of a commercial bank in Guangzhou malfunctioned when withdrawing money last year. So he stole 175,000 yuan (about 24,000 dollars) from the machine and ran away with them. Justice has long arms. Finally he was arrested this May, and later was prosecuted.
According to Article 264 of the Criminal Law of PRC, those stealing extraordinarily large amount of money from financial institutions are to be given life sentence or sentenced to death, in addition to confiscation of property.
Guangzhou Intermediate Court tried Xu for burglary and gave him a sentence of life in jail in December. It aroused the public’s attention. Many people were angered by the judgment and expressed their indignation on the internet, criticizing that the court got too tough with Xu.
Of course, Xu appealed to the Guandong’s Higher Court against the decision.
I am not willing to say more from the legal perspective. I’d like to compare it with another case, Shanghai social security scandal. You may argue with me that these two cases are not the same type. However, in essence, they are. Is graft and corruption and embezzlement not a kind of appropriation of public property?
However, Qin Yu, the secretary of the toppled Shanghai party boss Chen Liangyu, who received bribes as much as 6820000 yuan, was sentenced to life imprisonment.
Zhu Junyi, Shanghai’s senior labor official, who embezzled the one billion security fund and took bribes of 160,000 yuan , got a 18-year imprisonment,
What’s the standard of measurement of criminal in China? Where is the social fairness?
It is time for the National People’s Congress to revise the system of law.
CPC, you should have a strong determination, to win the war against corrution, to safeguard the social harmony!
